Announcing the California Work & Family Coalition’s 2025 Legislative Priorities

We are excited to announce our 2025 CAWFC Legislative Priorities! This year we will be advocating for SB 590 (Durazo), SB 578(Smallwood-Cuevas), and AB 65 (Aguiar-Curry). Thank you to all the members and partners who joined us for our Quarterly Membership meetings and Advocacy Meetings to discuss how the coalition can adapt and respond during these troubling times.

The California Work & Family Coalition is cosponsoring SB 590 (Durazo), our top legislative priority this year. California’s Paid Family Leave program only allows workers to receive partial income replacement to care for a narrowly defined list of family members. SB 590 (Durazo) would ensure that workers can access the Paid Family Leave Benefits that they already pay for when they need to care for a member of their chosen or extended family.

SB 578 (Smallwood-Cuevas) would make California Workplace Outreach Program (CWOP) permanent and expand the scope of CWOP to include workplace rights administered by the Employment Development Department (EDD), including Paid Family Leave, Disability Insurance, and Unemployment Insurance, and the Civil Rights Department (CRD). CWOP is a partnership between state labor agencies and “trusted messenger” organizations to educate workers about their rights.

AB 65 (Aguiar-Curry) creates Pregnancy Leave for Educators. Most California school employees do not qualify for paid pregnancy leave. When school employees get pregnant they must first exhaust their sick leave before accessing partial pay, the amount that is left over after their substitute has been paid. AB 65 (Aguiar-Curry) would grant school employees up to 14 weeks of leave with full pay, paid for by the employer, when an employee is experiencing or has experienced pregnancy, miscarriage, childbirth, termination of pregnancy, or recovery from those conditions.
